India (New Delhi) - In a major setback to the much-awaited National Emergency Response System, which envisages a common helpline number across the country, the home ministry has cancelled the bids for selection of a service provider to set up and maintain the project on the grounds that they had difficult terms and conditions. The tender was floated in June under the 'Nirbhaya' scheme named after the victim of the December 16, 2012, gang-rape in the capital.
