Emergency communications around the world
Cell broadcast alert implementation progressing in Latvia
Latvia is set to implement an early warning system developed by Meditec, with a contract worth €3.2 million, including €2.7 million from the European Regional Development Fund. The contract, approved after delays caused by procurement complaints, is expected to be finalised soon. Initially planned for operation by the end of 2023, the system has been postponed for the first time to spring 2024. Cell broadcast technology will enable rapid notifications to mobile users in affected areas during emergencies.
Austria tests cell broadcast system successfully
Austria’s cell broadcast test triggered alerts via sirens and the AT-Alert system throughout September until 5 October. AT-Alert uses cell broadcast technology and supplements the current siren system, sending warnings for events like extreme weather or natural disasters to devices in affected areas, including foreign phones in Austria. Some phones didn’t receive the alert during the test due to settings or older technology. On the same day, Austria’s siren warning system was tested by broadcasting three signals, “Warning”, “Alarm”, and “All-clear”, with over 99 per cent of sirens working with no issues.

Pilot project to use AI to flag violence against women during 911 calls
A pilot project by the United Nations Office on Drugs and Crime (UNODC) and Mexico’s National Institute of Statistics and Geography (INEGI) utilises artificial intelligence to detect unreported gender-based violence. The AI system analyses 911 emergency call transcripts, identifying subtle signs of intimate partner violence often overlooked by traditional emergency responses, which focus on immediate injuries. The “Saving Life 911” platform reclassifies cases initially miscategorised as medical or accidental incidents. The project demonstrates how AI can improve public safety, police responses, and social services while protecting privacy. Its success in Mexico may inspire global adoption to address violence against women better.
Indonesia to set 112 as national emergency number
The Ministry of Communication and Informatics in Indonesia is working to establish 112 as a national emergency and disaster service number. Currently, 142 out of 514 cities and regencies use this number for emergency services, but it still needs to be fully integrated nationwide. The Ministry is conducting a feasibility study and has proposed making 112 a national strategic project. Regional governments must manage the service at the local level as part of the broader National Communication System for Citizen Protection and Disaster Management (SISKOMNAS PMPB).
EU Commission launches a communications campaign for European space applications
The European Commission’s Directorate-General for Defence Industry and Space (DG DEFIS) has launched a communications campaign to showcase the advantages of European space applications. A key focus of the campaign is on the role of these applications in supporting emergency services, particularly through the use of the Galileo satellite system for precise location tracking.
