In February 2025, EENA has released a new set of recommendations to strengthen emergency communications and resilience across Europe. Building on our 2023 Recommendations Report, the 2025 edition reviews recent advances and ongoing challenges in 14 key areas, offering practical guidance for policymakers, emergency services, and technology providers.
The report takes stock of critical developments since 2023 – including the rollout of mobile caller location, public warning systems, and the impact of the 2G/3G switch-off – while addressing emerging opportunities and risks such as Artificial Intelligence and Emergency Satellite Communications.
