On 11 July, EENA submitted its position paper and detailed response to the European Commission’s Call for Evidence on the Digital Networks Act. This response was based on the results of its PSAP survey on emergency communications.

To improve public safety in emergencies, and strengthen overall EU resilience and preparedness, EENA’s position paper calls for the Digital Networks Act to

  • Clarify and strengthen existing obligations in Article 109 and 110 EECC;
  • Protect users during the 2G/3G shutdown;
  • Ensure that emergency communications infrastructure can function during crises, and
  • Enable PSAPs to process new forms of emergency communications.

Over the next months, EENA will build on this work by engaging with key policy makers in advance of the Digital Network Act’s publication on 16 December 2025. It will also hold a two-day event on Future EU Legislation on Emergency Communications in Brussels on 3-4 December.
