This webinar will explore how these systems are treated within national Critical Infrastructure frameworks across different countries. By sharing international approaches and practices, the session aims to support public safety professionals in understanding how emergency communications are positioned within broader infrastructure strategies, and how this can serve as a reference for national planning and benchmarking.

Craig has been working in the technical, operational, and strategic elements of emergency communications for twenty-five years holding positions in both Victoria and Queensland. His current substantive role is in the Queensland Police Service as the Director Public Safety Communications Program and he has been the Executive Chair of the national Emergency Communications Working Group since 2023.

Billy Bob Brown, Jr., serves as the Executive Assistant Director (EAD) for Emergency Communications within the Cybersecurity and Infrastructure Security Agency (CISA). In this capacity, EAD Brown drives cross-divisional synergy as identified in the Cybersecurity and Infrastructure Security Act. He has served in various senior leadership positions and supporting staff positions within the Emergency Communications Division since joining the Department of Homeland Security in 2008. Previously, Mr. Brown served as an Operations Analyst with General Dynamics Information Technology and as a career military officer in the United State Marine Corps in various Infantry Officer assignments including world-wide operational experience ranging from the Infantry Platoon to the Marine Expeditionary Force. Mr. Brown graduated from the United States Air Force Academy with a Bachelor of Science degree and holds a Master of Business Administration from Webster University.

Cybersecurity Section Officer, Secretariat of the Inter-American Committee against Terrorism (CICTE) / Organization of American States (OAS)
Volker Esteves is part of the CSIRTAmericas team, the network of government Computer Security Incident Response Teams (CSIRTs) from the Member States of the Organization of American States (OAS), coordinated by the Inter-American Committee against Terrorism (CICTE). In this role, he promotes initiatives aimed at strengthening technical capacities, developing cooperation frameworks, and advancing cyber resilience across the Americas. He has actively participated in the planning and execution of specialized trainings, technical assistance missions, and simulation exercises, among other efforts to enhance cyber incident response capabilities at both the national and regional levels. His work also focuses on fostering coordination between national and sectoral CSIRTs and their engagement with government authorities, promoting a multisectoral approach to cybersecurity to strengthen and consolidate the cybersecurity community in the Americas.
