Welcome to EENA’s Information Hub on the Implementation of Delegated Regulation (EU) 2023/444. This regulation, which entered into force on 5 March 2023, introduced measures necessary to ensure the compatibility, interoperability, quality, reliability and continuity of emergency communications in the Union with regard to caller location information solutions, access for end-users with disabilities and routing to the most appropriate public safety answering point (PSAP).
The delegated regulation imposes certain reporting obligations on Member States including:
- a roadmap for upgrading the national PSAP system in order to be able to receive, answer and process emergency communications through packet-switched technology (deadline – 5 December 2023)
- the criteria for the accuracy and reliability of caller location information (deadline – 5 March 2024)
- the means of access to emergency services through emergency communications to be used by end-users with disabilities, including those using roaming services, and the assessment of their compliance with the functional equivalence requirements in Article 4 (deadline – 5 March 2024)
This hub is designed to provide the EENA community with a central source where information related to these reporting obligations can be easily accessed. Our goal is to ensure that all relevant stakeholders have an enhanced understanding of the approaches and best practices adopted. This will facilitate compliance with the regulation and will support the implementation of effective and harmonised measure across Europe that will have a positive impact on the effectiveness of emergency communications and response.

European Commission Report on Implementation of 112 in Europe
On 18 December 2024, the European Commission published its report on the effectiveness of the implementation of the single European emergency number 112. This report provided several updates on the implementation of legislation connected to emergency communications in Europe, and particularly on the implementation of Delegated Regulation 2023/444.
Specific information on Member State implementation of caller location criteria, accessibility, and the transition of their PSAPs to packet switched communications are outlined below.
Caller Location Criteria
17 Member States (Belgium, Bulgaria, Czechia, Germany, Denmark, Estonia, France, Croatia, Ireland, Italy, Lithuania, Latvia, the Netherlands, Poland, Portugal, Romania and Sweden) reported criteria on caller location accuracy and reliability required under Article 8(1) of Delegated Regulation 2023/444.

Accessibility for end users with disabilities
All but four Member States (Bulgaria, Germany, Italy and Poland) now offer emergency SMS for end users with disabilities. Two Member States, (Malta and the Netherlands) currently have an app based RTT capability, though the majority of Member States intend to be capable of receiving RTT natively by 2027.

Packet Switched Technology in PSAPs
Article 7 of Delegated Regulation 2023/444 establishes that by 5 November 2023, Member States had to report their NG112 roadmap to the European Commission. The Commission report claimed that 10 Member States have now migrated to packet switched 112, with an eleventh, Hungary, transitioning in Q4 2024. According to this table, Germany, Denmark Greece, Finland, Malta, Sweden, Spain, Hungary, Ireland, Portugal, and Slovakia have now transitioned.
All but four EU Member States provided roadmaps to the Commission on their transition to packet switched technologies. The four Member States which did not comply with Article 7(2) and did not provide a roadmap for the transition are Latvia, Luxembourg, France, and Hungary, though Hungary was reported to have transitioned to IP based communications in Q4 2024.
