PSAP 2025 Europe Edition

With the support of

EENA’s 2025 Europe Edition of Public Safety Answering Points (PSAPs) in Europe provides a comprehensive overview of how emergency communications systems are organised and evolving across the continent. Building on a publication that has been widely consulted within the emergency services community since 2011, this edition offers the most detailed mapping to date of PSAP structures, operational models, governance frameworks, and system capabilities across Europe.

The report consolidates data from across the region, providing insights into how national systems are adapting to rapid technological change and evolving societal needs. It deepens the analysis in key areas such as funding models for emergency call handling, caller location accuracy and reliability requirements, and readiness for IMS-based eCall, while offering comparative perspectives to support policymakers, operators, and innovators.

Together, these elements provide a clear snapshot of the current state of PSAP organisation in Europe and the developments shaping the future of public safety.
