Kaili Lemberg is an experienced public-sector leader with a background in emergency response, internal security policy and digital transformation. She currently serves as a Service Director at the Tallinn Environmental and Municipal Engineering Department. Kaili has been involved in EENA’s work since 2009 and spent more than a decade at the Estonian Emergency Response Centre before joining the Ministry of the Interior. Throughout her career, she has contributed to the development of Estonia’s 112 system, including the implementation of Advanced Mobile Location (AML), and to the establishment of the national crisis information service 1247. She has also held senior leadership roles in public-sector digital transformation, overseeing major digital initiatives. Kaili holds Master’s degrees in Internal Security and Hungarian Language and an MSc in Information Technology.
