Since the start of the war in Ukraine, emergency communication systems have had to adapt rapidly to ensure that critical information reaches persons with disabilities. Wartime conditions have highlighted both progress and persistent gaps in making emergency warnings and public information accessible.

This webinar will explore the improvements introduced in Ukraine to enhance disability accessibility in emergency communications since early 2022, while also examining the challenges that remain. Drawing on real-world experience, the session will offer insights for public authorities and emergency services working to strengthen inclusive emergency communication and preparedness.

Coordinator Central and Eastern Europe, European Disability Forum (EDF)

Phillipa Tucker is a human rights activist and a person with a disability, currently serving as Coordinator for Central and Eastern Europe at the European Disability Forum (EDF), the European non-governmental umbrella organisation representing the rights of persons with disabilities. In this role, Phillipa leads Central and Eastern European regional coordination efforts, oversees Empower Ukraine (a humanitarian aid and disability rights programme) and contributes to EDF’s policy development, research, and advocacy. Her work supports the advancement of disability rights across Europe and through international cooperation initiatives abroad.
