The Accessibility Report Card is an exclusive resource for EENA members, offering an in-depth analysis of accessibility in emergency communications across Europe.
For 112 Day 2026, EENA is publishing its first Accessibility Report Card. Based on interviews with members of the EENA, the report provides an overview of accessible emergency communications across the European Union, Norway and the United Kingdom.
It reviews progress towards the implementation of Real-Time Text (RTT) and, where available, Total Conversation (TC), in light of the European Accessibility Act and related EU requirements. The report also examines the accessibility solutions currently in place, including SMS, mobile applications and web-based services, and considers how these systems operate in practice.
The Accessibility Report Card aims to offer a factual snapshot of the situation in 2025, outlining areas of progress as well as remaining challenges in ensuring equivalent access to 112 for people with disabilities.
